Ο Όσιος Παναγής ο Μπασιάς γεννήθηκε στο Ληξούρι της Κεφαλληνίας, το 1801 μ.Χ., και ήταν γιός ευσεβών και επιφανών γονέων, του Μιχαήλ Τυπάλδου — Μπασιά και της Ρεγγίνας Δελλαπόρτα. Έμαθε Ιταλικά, Γαλλικά, Λατινικά και καταρτίσθηκε στη φιλοσοφία και τη θεολογία. Μικρός ακόμα χειροθετείται αναγνώστης και στην αρχή της σταδιοδρομίας του διορίζεται γραμματοδιδάσκαλος και εξασκεί το λειτούργημα του διδασκάλου, αλλά εμπνεόμενος από τα ριζοσπαστικά κηρύγματα του Κοσμά Φλαμιάτου και Ευσεβίου Πανά, εκκλησιαστικών αναστημάτων της εποχής, οι οποίοι υπεράσπιζαν ότι οι Άγγλοι (κυρίαρχοι της Επτανήσου) προστάτες, ουσιαστικά τύραννοι,
